Personal and Biblical Ramifications of the Summit--
    Editor's Commentary

Most generations never witness a major turning point for humanity. However, one may have occurred during the September 6-8 UN Millennium Summit. It is too early to say yet, but it just may have enormous Biblical Ramifications as well.

Joan Veon, an economist and United Nations (UN) watchdog, claimed in the September 8 WorldNetDaily that the Summit represented a "merging of all of the various components of globalization which are coming together under a new entity which they call "governance." Canadian billionaire and key globalist George Soros agreed, according to a separate WorldNetDaily report the same day. "The U.N. Charter was written in terms of states and each country defending its own interests -- an international patronage system." What is needed now, he said, is a lot more power to the secretary general -- a "centralized power" required for a "new, improved United Nations in the 21st century."

A review of the Declaration clearly shows that, if implemented, the UN would have all power centralized within its authority. Of the many goals outlined in the Declaration, those that most clearly centralize power within the corridors of the UN include 1) the ability to support itself through enormous taxation at more than 100 times its current budget, 2) the end to the permanent members and their veto power of the Security Council, 3) the ability to regulate human activity to regulate the global commons--especially fresh water, and 4) a standing UN army. With trillions of tax dollars at its disposal and the five permanent members with their veto power no longer controlling the Security Council, the UN would have no checks and balances to stay its thirst for controlling the world. Although the UN adamantly denies it, it will become the undisputed world government if the mandates of the UN Millennium Declaration are realized.

President Clinton has already begun to implement the concept of centralizing power in the United States in his program to reinvent the government. In 1993 he said, "We intend to redesign, to reinvent, to reinvigorate the entire national government." Veon says that "the new core of our own government is public-private partnerships." The word 'public' refers to government -- local, county, state, federal, and international levels of government, reminds Veon, "while 'private' refers to non-governmental groups such as foundations, non-profits, corporations and individuals." In this structure, it is the corporation and non-governmental organizations which are being empowered as they take on "governance" responsibilities which used to be part of government's responsibilities. As power shifts to the deepest pockets (the corporation), and the political pressure groups (the NGOs), the governmental structure of America has changed. All across America unaccountable public-private partnerships are being established that solidify the government/corporation/NGO unholy trinity as ruler.

In the emerging unholy trinity, the UN will administer global governance and control our lives, the corporate world (primarily the financial sector) will control the economy, and the NGOs will serve has the high priests of the emerging earth religion and the henchmen for their corporate-UN masters.

In a September 6 report by WorldNetDaily, Soros said at Mikhail Gorbachev's State of the World Forum that "Corporate globalism brought inequality between nations" and a "violation of human rights." Soros claimed that IMF loans could be made directly to individuals and Non-Governmental Organizations, or NGOs, without the need for national guarantees. Soros claimed this plan "de-nationalizes capital," an idea that brought rousing cheers from the NGOs present. A free-floating market is a "moral hazard," the billionaire said, and "it results in instability -- how much instability can the world stand?" The answer, according to Soros, is for "civil society" NGOs to promote international law. Citizens and NGOs were urged to pressure their governments to sign UN treaties.

The power of NGOs is beyond anything imagined by Americans. During the annual DPI/NGO conclave on August 28 at the United Nations, Secretary-General Kofi Annan said that he was an advocate of NGO access to the world organization. "Today," he said, "you are our partners in every sense of the word." He pledged to continue to work to improve NGO access to the United Nations, although ultimately it is the member states who will decide. In time, he said, "They will agree that our doors must be open." He assured them, "Your voices will be heard, I can promise you that." Indeed, Annan has strongly hinted in his 1997 Track II documents about UN reform that a Parliamentary People's Assembly opposite the General Assembly be created whose representation will be drawn from NGO "civil society."

NGOs are to become the new "politicos" of global governance. Like their Soviet counterparts, all people will have to get permission from their local NGO "commissars" before being permitted to do anything. According to Kofi Annan's 1997 Track II UN Reform documents, "The operational competence, flexibility and knowledge of local conditions of NGOs, as well as complementary resources which they themselves bring to humanitarian programmes, make NGOs key operational partners and implementing agents."

At the same time, however, NGOs receive funding from corporate foundations and global private institutions, and are therefore dependent upon them. Soros' claim that civil society NGOs will provide a check and balance to the financial corporate control of the world is therefore but an illusion. Both the UN and the NGO components of the unholy trinity will ultimately serve the corporate master--just as is revealed in Revelation 17 and 18.

This unholy trinity, the UN, corporations and NGOs, are rapidly gaining control of the world. When global governance is fully in place every man, woman and child in the world will be under their control. Daniel 7:24 warns that "The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces." Is this what we are witnessing? We shall soon see. V mc
