Preparing For Martial Law

The evening of February 8, 1999, started pleasantly enough. Gracie sat down on a bench in front of her apartment to take the weight off feet that had seen too many decades of hard use. Without warning, her serenity was shattered as eight sinister black helicopters erupted from the darkness, one clipping a power line, showering sparks everywhere and causing a fire. Landing across the street from her, the helicopters disgorged dozens of heavily armed black uniformed storm troopers firing machine guns and explosives into two nearby vacant buildings. Terrified and crying, Gracie fled to her apartment, while war raged around her for another two hours.

This chilling attack did not happen in Kosovo, but in Kingsville, Texas! Elite military units known as the Night Stalkers and Delta Force were on a training mission in the middle of an American community using live ammunition and explosives. They were training for the suppression of terrorist activity and civil unrest in urban environments. The Night Stalkers are elite forces of the 160th Special Operations Aviation Regiment stationed in Fort Campbell, Kentucky and Hunter Army Airfield, Georgia.

These kind of training exercises have been used dozens of times in U.S. cities during the Clinton administration through the use of Executive Orders and Presidential Directives. This use of Presidential Directives and Executive Orders is circumventing legal procedures laid out in our Constitution which expressly delegates the creation of law to Congress under Article I. Historically, regular army units like the Night Stalkers and Delta Force have been forbidden under The Posse Comitatus Act (18 U.S.C.§1385) to enforce laws in America without an act of Congress. Unfortunately, the original intent of this Act has been altered by subsequent congressional actions that grant exceptions to the original prohibition.

The inherent danger in changing the statutory use of the armed services on U.S. soil is that it opens a door for abuse and corruption by those holding the power within our government. That this corruption dominates the thinking of the Clinton administration is summed up by an imperialistic statement made by top Clinton aide Paul Begala , "Stroke of the pen. Law of the land. Kinda cool."

Tomas Sanchez, coordinating head for the Federal Emergency Management Agency (FEMA) for Kingsville, and formerly in Special Ops in the Military, is concerned about the potential illegality of the actions in Kingsville. He claims that Presidential Decision Directive 25 (PDD) has granted an exception to Special Operations and that the men involved have total immunity from any legal suit against them. PDD 25 is a top secret document to which even Congress does not have access. Because of his position with FEMA, however, Sanchez has seen it.

An in-depth analysis of numerous federal documents by Discerning the Times reveals FEMA has essentially become a government within a government. If a National Emergency is declared through implementation of Executive Order 12919 (EO 12919) National Defense Industrial Resources Preparedness and The Federal Response Plan (FRP), FEMA will have the authority to seize control of virtually any facet of our infrastructure as it deems necessary to protect National Security. This includes communications, finance, utilities, transportation, food services, law enforcement or any of a number of others outlined in FEMA’s Guide for State and Local Emergency Managers.

Although EO 12919 cites the Defense Production Act of 1950 as its legal basis, EO 12919 goes far beyond what the Act ever intended. The language of the FRP is also much more formidable. The section on Law Enforcement states, "in the event that a serious law enforcement emergency or civil disturbance makes impractical or otherwise hinders the enforcement of the laws of the United States...the President may call into Federal service the militia (National Guard) of any State, and use the Armed Forces to end the emergency or suppress the disturbance."

UN marked buses like these were inspected at a Chevy-Oldsmobile dealership in Lafayette, Georgia. The dealer has no idea how they would be used.

Who will decide when conventional law enforcement has become "hindered" or "impractical"? These maneuvers by the President raise many highly disturbing questions. Is he expecting to declare a state of emergency in the near future where he will use the military or foreign troops to suppress civil unrest? Could he be planning to use Y2K to test his power?

While it is not possible to predict the magnitude of Y2K problems, they could be serious. Even if Y2K is a non-event, panic and martial law could result if something happens to create the perception that there is a problem. The U.S. House of Representatives is especially concerned about unnecessarily creating panic. In a special Congressional report released in October, 1998, Congress warned, "it is time for the President to declare that the Year 2000 problem is a National Priority. If sufficient progress is not made...he may even need to escalate the Year 2000 problem to a National Emergency. The point of calling for such urgency is not to trigger panic, but in fact to avoid panic. If ...we allow the date change to approach without knowing our vulnerability, panic will be the inevitable result."

In an interview with the January 11, 1999 edition of WorldNetDaily, several National Guard officers expressed the same concern, "They’re [the administration] worried about panic. Plain and simple. ...Put the panic off for as long as possible." The National Guard is so concerned about Y2K that it is preparing for a possible full mobilization in December.

Franklin Frith, Y2K consultant to the state of Michigan, seems to confirm this. Frith warns, "All the mechanisms have been put in place for mass evacuations of people to government shelters, government takeover of utilities and private industries, martial law, and a complete transfer of power from local governments to the federal government."

Statements from those overseeing the Y2K problem for the administration do nothing to alleviate concern. John Koskinen, Clinton’s Y2K Czar, stated in a Dec. 3, 1998 report of the President’s Council on the Year 2000, "In a crisis and emergency situation, the free market may not be the best way to distribute resources... If there’s a point in time where we have to take resources and make a judgement on an emergency basis, we will be prepared to do that." Koskinen is also supporting a UN plan to send in UN "Swat Teams" into the major cities of the world, according to a December 18, 1998, UN Press briefing. PDD 25 could technically allow these swat teams to operate in the U.S. That sitings of UN vehicles in the United States have been confirmed only adds to a growing list of troubling questions.

President Clinton appears to be planning for panic, rather than taking the necessary measures to avoid it. The command and control structure necessary for declaring a state of emergency is in place. Will he actually do it? Nobody knows. Jesus, however, provides a clue, "18A good tree cannot bring forth evil fruit, neither can a corrupt tree bring forth good fruit." (Matthew 7:18-19, KJV)

The EO’s and PDD’s Clinton has issued blow holes in our national sovereignty and Constitutional protections. Our founding Fathers paid rigorous attention to the words they chose in framing our legal structure. They knew first-hand what dictatorial control looked like, and they established a legal framework that theoretically would protect us from totalitarian oppression. That foundation has been eroded, crumbling from within. It is pure arrogance to believe that the corruption which has led to the destruction of other great civilizations will never consume ours. V ks
